When should I get a Brussels Capital Region EPC EPB certificate?

If you sell an apartment or a house on the Brussels Capital Region you are required since 1st May 2011 to obtain an EPB certificate for your property.

If you are renting out an apartment or a house on the Brussels Capital Region you are required since 1st November 2011 to obtain an EPB certificate for it.

You will need to reference the information contained on this certificate: Energy class and annual CO2 emissions, on advertisement of your property. You also must supply a copy of this certificate to any potential buyer. The original of this certificate must be issued to the final purchaser of your property. In the case of a lease, you must specify the energy class and CO2 emissions in an article of the lease contract, or you must attach a copy of the EPB certificate with the lease contract (the owner keeps the original).

What happens at an appointment with an EPB Certifier?

The appointment can be made by phone or email. If you are an owner who is renting, we can make the appointment directly with your tenant. We are punctual, the appointment is based on a specific time and not on a time slot.

CertiBru Certifiers speak French and English. When they are at your property, they must have access to all parts of your property. All doors and windows must be accessible.

IMPORTANT : In the case of an apartment where heating or hot water system is collective, it is necessary to have access to common areas of the building where the equipment is located.


certibru epb apartment blueprint The visit lasts between 1 hour and 4 hours depending on the size and layout of your property.

Afterwards, for the certifier, there is analysis work and encoding that he will perform at our office and will take approximately 2 to 4 hours.

A few days after our visit, you will receive, in your mailbox, two original certificates, one in French and another one in Dutch. This allows you to inform your buyer or tenant in two national languages. (For the time being, the certificates are not available in English).

In order to facilitate the archiving and distribution of your Energy Performance of Buildings Certificate you can also receive a “copy” version by email.


What do we check during our visit:

- The volume of the building and any annexes.
- The surfaces of all surfaces in contact with the exterior (walls of facades, roofs, grounds, floors, windows, doors).
- The characteristics of insulating materials used in these walls (insulation types, thickness, etc.).
- The technical characteristics of the heating system and production of sanitary hot water (boilers, piping, etc.).
- The technical characteristics of solar panels, heat pumps and other systems of energy production.
- The technical characteristics of the ventilation.

- A diagnostic report of the heating system installation.
- A periodic inspection certificate.
- An EPB declaration.

- Specifications (cahier des charges).
- A successful application of a premium of the Brussels Region.
- The original invoices for contractors. Especially regarding: insulation (wall, roof, floor),
    windows, heating system, or the ventilation system.
- The original invoices for purchase of materials (if you have performed the work without a contractor).
- Technical documentation.
- Dated details of execution.
- A finding of site reports.
- photo timeline (allowing for findings of the walls insulation).

These documents are not required for issuance of the certificate but may result in a better energy evaluation.

How the energy class of my house is calculated?

Energy class is the primary energy consumption divided by the gross surface area of the building.
This result is expressed in kWhPE/m²/year. [kiloWatt hour of Primary Energy per meter square per year]. This is the unit used to measure primary energy consumption per unit area and per year.

The total energy consumption of the building expressed as primary energy (kWh year) is established on the basis of occupation, indoor climate and standardized weather conditions. Standardized indoor climate assumes that the house/apartment provides a level of comfort (temperature, air quality) equivalent to a new house/apartment. This takes into account consumption of the heating, the hot water, the auxiliaries (CMV, ventilation, ...) and, eventually, the cooling. It does not take into account the electricity consumption for electrical equipment or lighting. It adds value to the production of thermal energy resulting from solar panels but also the production of electrical energy produced by photovoltaic solar panels.

The energy class allows comparison of the theoretical consumptions between buildings, but does not reflect the actual consumption of housing.

What is the validity duration of an EPB certificate?

The EPB Certificate is valid for 10 years unless you make renovations and you decide to sell or rent your property. In this case, you need to apply for a new certification that will take into account improvements that you have made.


Does the EPB certificate for sale or lease of property is the same?

Yes, it is the same certificate that can be used to sell or to rent a home.


How many EPB certificate do I need in case of an investment property?

Normally you need a certificate for each apartment. There are some exceptions in the case of “kots” or a divided house but with a single family assignment. For more details, please do not hesitate to contact us.


If I do not want to rent or sell my home, do I still need an EPB Certificate?

No, in this case it is unnecessary to ask for an EPB certificate.

Similarly, if you already have an EPB certificate following the acquisition of a property, you do not need to renew the EPB certificate (after expiration) until you want to rent or resell.


What is the purpose of Energy Performance of Buildings Certificate?

The EPB certificate brings more transparency in real estate transactions. It provides better information for prospective buyers or tenants on the energy performance of property and enables them to compare different properties objectively.

The certificate also includes a series of recommendations which aim to generate energy savings. It is a positive side for the environment (effort against climate change) and for your budget.


The Certifier of the Energy Performance of Buildings is committed to the IBGE - BIM.

The requirements for the certifier are set forth in Article 6 of Order Approvals. Among them:

1.  Use the forms provided by the Institute and follow the rules dictated in the protocol for issuing the EPB certificate; this protocol is a manual prepared and made available by the Institute setting guidelines to be followed by certifier during their site visits.

2.  Exercise his/her duties independently and objectively, without being influenced by any commercial interests. As such, it is not allowed to issue EPB certificate for goods on which he/she has a real or personal right or where he/she, in any capacity whatsoever, is in connection with a real estate transaction.

3.  Accept the quality control of services by agents or an inspection body designated by the Institute and assists in inspections, investigations or audits of issued EPB certificates and public building EPB certificates.

4.  Follow the training of certifiers.

5.  Retain for a period of five years, a copy of the requested evidence and data collected for any issued EPB certificate or EPB certificate for public buildings. This information is subjected to submission to the Institute upon request.

6.  Fulfil the obligations under the tax and social legislations.

7.  Provide the client with the original EPB certificate and upon request of the client, a copy of data collected necessary for the certification.

We are approved by Brussels Environment (IBGE - BIM) to make residential EPB certificate (house and apartment) since 22 may 2011.
